So 804 is the Feb 9th update. I don't recall hearing anything in the March updates about anything like this so I doubt an update would address this.
I'm wondering to myself if a boot into safe mode might be worth trying. If it works in safe mode, then we can conclude that there might be something installed that is affecting us.
I'm pretty sure that an SD cared reader should work fine in safe mode but admittedly I have not tried that.
I may try that out tomorrow. I *can* note that I have pretty standard software that I use on all machines, so there's not likely to be anything significant on my desktop that isn't on my laptop as well... especially with the machine being very new!!
I *have* been reading some notes about MS having changed the way removable media are configured by default, in one of the more recent W10 updates... they changed it so that it was not necessary to manually eject media before removing them, because most folks didn't do that anyway. This is supposedly related to disk management policy; I tried messing with that setting; some notes said to change the setting from 'Better Performance' to 'Quick Removal' to fix the issue. I checked my desktop, and it was already set for Quick Removal; I set it to Better Perf, tried card insert/removal, no change, set it back to QR, card insert/remove... and it *worked* ...
... once...
After that, subsequent insert/remove cycles went back to the problematic behavior. I have no idea what I did or didn't learn from that, but wanted to mention it in case it meant something to someone here...
Let's compare notes tomorrow. I know that I have a couple of USB card readers available, I just have to dig them out and do a little testing.

If it's a USB card reader then often the BIOS just recognises the USB device initially with the card in it. If you remove the card and insert a new one the new one won't necessarily get detected. However if you remove and then re-attach the USB device with the new card in it the new device will be recognised.
If you have a laptop with a built in SD card reader (it should also work if you have a micro sd card in an adapter in the SD card reader) then booting is often possible -- whether Windows can boot from such a device though is a moot point. The device though must be a "proper device" not an internal USB type device.
On Linux the device is usually something like /dev/mmcblk0 (a block device like an HDD so bootable) and it will boot - although SD cards aren't the fastest devices around. !!!. I have a Fedora Live distro on it which is good for all sorts of recovery and repair options where speed of boot isn't the highest priority.
I also have an old HP Proliant GEN 8 Microserver where you can't boot from an SSD (it's on the DVD slot and I replaced the DVD with an SSD) in AHCI mode - and the hardware RAID which is required for booting the SSD is terrible !!. This machine has been around for absolutely donkeys years but for file sharing etc why chuck away perfectly good hardware - especially it's a tiny footprint and just sits out of the way running 24/7.
It does have (as well as external USB2/3 ports - can't though boot USB3 but recognises USB3 devices after kernel starts) an internal USB2 and an internal Micro SD slot which are both bootable so i have a Linux /boot partition on the micro SD card which starts the bootloader and then the rest of the OS gets loaded on to the SSD where performance is perfectly OK. I only use that machine for file serving and sharing which it does perfectly. I couldn't run Windows on it even if I wanted to as Windows won't boot from the internal sd card and for W10 I don't think I could even find the appropriate RAID driver.
