Hello, your computer or laptop likely has HP bloatware installed:

Most of the HP related programs can be removed, in your case this could be HP support assistant:

As stated, If you have the HP Support Assistant installed, you can Uninstall it in Apps and Features. If you like it and want to keep it:\
Start (Windows key) > show list of "apps" > scroll down to category "H" >
Left-Click (Open) Topic "HP Help and Support"
Optional: Right-Click on HP Support Assistant > Pin to Start (makes the program easy to find in your Start screen)
Left-Click on (Open) HP Support Assistant
Wait for the program to open on your computer screen
Click Settings
Leave the first option "Enable your PC..." checked / "Yes"
Section "Choose how you would like to be notified"
Clear (uncheck) every box.
Clearing all the boxes has the affect of keeping the HPSA quiet (as in not-bug-your-trip-mode).
Click Save
