It does not, the HDD does not even show up as a drive in Windows Explorer.
I have C: drive, which is on the SSD and my dvd drive which is D: drive

You’ll either have to remove the HDD & reinstall Windows on the SSD or use the link I mentioned to move the partition to the SSD.

All right, I will attempt the move first. I will give it a shot later tonight and let you know.
Thank you for your help thus far.

To add to what @Bastet has posted,
You installed Windows 10 in legacy BIOS mode, which uses an MBR partition type disk. Yes, when you installed Windows 10 to the SSD, it put the System Reserved partition on the HDD. If you are going to install Windows 10 on a computer with multiple drives installed, you have to really know what you are doing to keep the System Partition from being installed on a different drive (or know how to fix it after it happens).

Since you installed Windows 10 in legacy BIOS mode, it initialized the HDD as MBR. This means that only the first 2 TB of the drive are useable for anything, because that is the limit for MBR. That is why you are seeing two unallocated spaces on the drive. The second unallocated space is unusable.

Since the SSD is booting in legacy BIOS mode, it's easy to make the SSD bootable. Open a command prompt with admin privileges and run:
    Code:
    diskpart
    select volume c
    active
    exit
    bcdboot C:\Windows /s C: /f BIOS
    exit
Now shutdown the computer - make sure to hold down a shift key when you click on Shutdown. Unplug the computer from the wall, or turn off the switch on the power supply itself. Unplug a data or power cable from the 4TB HDD. Restart the computer and it should boot into the SSD.

If that all goes well, then you can plug the HDD back in (after turning off the computer again), make sure the SSD is set as the first boot priority in BIOS, reboot the computer and re-initialize the 4 TB HDD as GPT and create a data partition on it.

alright i cannot figure out how to do either process. Attempting to clean the disk using powershell gives me this message:

    Virtual Disk Service error:
Clean is not allowed on the disk containing the current boot,
system, pagefile, crashdump or hibernation volume.

When attempting to move the partition, I am able to create a new partition on the SSD of at least 100MB, I am able to assign a drive letter to the System Reserved partition on the HDD, but it just opens up a blank Window in Explorer. There are no files for me copy to the new partition on the SSD.

I have very few things currently installed, so it would probably be simpler for me to wipe everything and reinstall Windows on the SSD with the HDD unplugged.

    How can I do this?

One thing I noticed in the first post is that, that SSD is a M.2. That said, some mobo's mfg's share the PCIe lane with 1 or 2 sata ports. So if you use a M.2 drive then the shared SATA ports wont work. You have to consult your mobo manual for what ports.

Hi, I made sure that the HDD is not in a sata port disabled by the SSD, so i know thats not the issue

Here is the Tenforums Clean Install tutorial:

    Clean Install Windows 10

Also, you might want to boot the computer from the USB flash drive in UEFI mode rather than legacy BIOS (CSM) mode so you get a UEFI install.

Unhooked HDD, now bios wont even load. Get screen that says "Reboot and Select proper Boot Device or Insert Boot Media in selected Boot device and press a key"

Press any key just repeats the message.

My Windows 10 install USB is inserted, in the back of the motherboard....

At the first signs of life when you turn the computer on, you need to repeatedly press the key to either get into BIOS to change the boot priority settings or get into the boot override menu to boot the USB flash drive. It usually F12, F8, F2 or Delete key. On some keyboards you may need to press Fn + the function key.
