    Can I install it safely?
Does not slow down the system?

You can first try to run this PowerShell script to see what is the currently installed microcode revision.
If the microcode revision provided by KB4589212 (0x21) is newer than the one you have, yes it's safe to install it.

As for performance degradation is something that only with trial and error can be determined.

So, to be on the safe side, before installing KB4589212, create a full system image on an external drive, so you can rollback in case you see significant system slowdown by the new microcode.
