Even my 2014 Toshiba Laptop can change a small number of UEFI/BIOS settings from within Windows.
It has a very early UEFI Firmware.
I used the change Boot order quite a few times, rather easier than the usual way.
    Roughly as in post #10

Most Desktop MOBOs will provide a small degree of Access to a few UEFI settings from within their system Utility settings application.

In general, no full access to bios/uefi settings from inside running os, so os-independent remote access is needed.

At server hardware, some out of band mgmt should be implemented, examples:
    - hp ilo HP Integrated Lights-Out - Wikipedia
    - dell drac Dell DRAC - Wikipedia

At desktop level, intel amt should do it; out of my interest so not using/tested it.
Intel Active Management Technology - Wikipedia
