I don't know what the script would read for the batch file for the workaround but it would have to disable the
JS USB port and the enable it.

This issue has been going on for many years and can be caused by different USB devices being connected. Various kinds of game controllers seem to be over-represented.

Usually, this gets fixed automatically with a Windows update. Not really sure what is going on behind the scenes but I find it strange how the issues comes back over and over again for this long. It must have been a couple of years by now or even more when I saw this the first time. Based on the fact it has been working in periods, MS must have found the issue and fixed it. Only to do the same "mistake" again with a later Windows version/update. Would be quite nice if they found a way to address the issue permanently...

Anyway, one way to accomplish what you're asking for is to use a freeware USB utility called USBDeview. If you do some Google searching, you'll both find where to download it as well as find instructions on how you can disabled/enable specific USB devices from the command line. Meaning you can put together a very simply batch file to disable the joystick when you're not using it. Meaning the screensaver will work. And then another batch file to re-enable it when you're about to use the joystick.

Or...get yourself a USB hub with separate on/off switches for each port. Where you can then switch the USB port where you have the joystick plugged in OFF whenever you don't use the joystick.
