PCI\VEN_2000&DEV_2800&SUBSYS_2800163C&REV_02
Searched around but no luck in finding an appropriate driver for it.... Tried Windows Update also but nothing.. any help appreciated!
Look for the FCC ID number on the modem. Do a Google search on the FCC ID number to find other brands or models with the same number. The drivers from those modems may work. On the FCC website a search of the FCC ID database may also turn up models with the same FCC ID number and their drivers may work.
I believe if two pieces of hardware use the same FCC ID number they use the same chipset or even the same circuit board design.

Answering my own question here...
After extensive searching I found this site that actually contains a working driver for this PCI Smartlink fax/modem that I have:
Drivers for Smart Link 56K Voice Modem
The driver that worked for me within this page has a version number of 4.20.01.00. I also needed to replace the .cat files in the archive with dummy digital signature files then disable driver signature enforcement for the installation to work.
UPDATE: I also ended up having to permanently disable driver signature enforcement per instructions here, which leaves a watermark on my desktop. If anyone knows another (better) way to permanently disable driver signature please let me know.

this doesn't seem to work anymore after updating Win10 to version 10586.3. Now the machine insists on verifying the digital signature even in test mode (i.e. with watermark on desktop)...
Spent some more time trying to figure out what's going on, and it seems the only valid method to disable driver signature enforcement with 10586 is to do a shift-restart and "F7" to manually trigger bypassing the enforcement every time you power on the machine (except when fast startup is enabled and you make sure you only do 'shutdown' and not 'restart' everytime, i.e. the bypass setting survives a shutdown action but not restart).
Anyone who knows of a way to permanently disable driver signature enforcement on Win10 10586?

Yes but I am saying this only works until the next restart, unless I go through the entire "advanced startup" procedure you suggested EVERYTIME I restart my machine...
i.e. your suggestion will only disable driver signature enforcement for one single session. What I need is a way to permanently disable driver signature enforcement.
Isn't any way to just sign the driver? Look at the instructions you downloaded and try to sign it again. It could work. What do you need a modem anyway? Don't you have a fast DSL connection? I would just disable the device in Device Manager and forget about it.
It is a fax modem. Used now just for the occasional fax.
Anyway I am answering my own question yet again:
Someone in another forum provided this useful answer - use Driver Signature Enforcement Overrider to add unverified signature to the required system files with missing digital signatures. Then the rest is the same with the enabling of Test Mode (as mentioned somewhere above) to allow for the acceptance of unverified signatures, which will leave a watermark on your desktop.
Problem surfaced again unfortunately... a recent Windows 10 patch may have caused "DSEO" to stop working. The tool doesn't seem to function anymore.
