USB 3.0 Port Expansion Card hub adapter not responding WIN 10

I have recently installed this USB 3.0 expansion card Robot Check The card plugs into a PCI-Express slot and comes with cables that plug into the USB 19 pin 3.0 port header on motherboard that goes into this card and out to my front panel USB ports.
I have done a rebuild of my PC and have a dual boot Win 7 & Win 10 64 bit pro versions and installed this card. It works just fine in Windows 7, however does not respond in Windows 10. Device manager does not show any issue with Universal serial bus controller and its hubs. When I plug in any USB device I can hear the sound that Windows makes to acknowledge a device was plugged in and same when unplugged. A USB flash drive plugged in also shows the indicator light on the stick as being active. But the drive does not show up in "My Computer " list as a drive.
Can't figure out why it works with Windows 7 but not in Windows 10.

So it appears that the card you are using is simply a USB hub. The PCI-E connector has no data or power connectors, it simply allows for the card to be held in place by the PCI-E slot.

So here are the questions that I have:

    1) Do you have a SATA power connector attached to the card? It needs this connection for proper operation.

    2) If your computer case has built-in USB 3 ports that connect to a 19 pin header on your motherboard, do those ports work if you connect them to the header rather than this card? If they do not work, then the problem is not the card, but something having to do with the that header or settings related to that header in the BIOS.

If that turns out to be the case you might want to check your BIOS to see what options are available for that USB header.

    3) Finally, I notice in your screenshot that there is an "Unknown device". Is that still there when you disconnect the MB USB header from this card?

Yes there is SATA power connected to card

There are built in USB 3.0 ports connected to the motherboard and are working in Win7 & Win10 . I have a front panel that has combination of 2.0 & 3.0 ports and media reader that are connected to the 3.0, 19 pin header on motherboard.

Windows 7 - those USB on the front panel work with and without going through the expansion card. In other words the motherboard 19 pin USB header is functioning properly in Windows 7

Windows 10 - however , Those front mounted USB ports do not work when connected to the 19 pin header on motherboard.
And they do not work when going through the USB expansion card as well as the USB ports on the actual expansion card.
The motherboard mounted rear USB ports work all the time.

    I will check this

Yes, that is still there. I'm not sure what that device is.USB 3.0 Port Expansion Card hub adapter not responding WIN 10-device-manager-without-usb-card-attached.png

Just a few other things I have tried to narrow down the issue with USB ports in Windows 10 since my last post. I have a front mounted USB 2.0 panel which is connected to MB at the USB 2.0 header . I also have a media reader which has one USB 3.0 port on it which is connected to MB 19 pin header ( or through USB expansion card when connected that way ) All of my USB ports connected to MB in the back of PC are USB 3.0 ( and one 3.1 )
My keyboard, mouse and wireless headset are all USB 3.0 devices and show no issues in device manager. When I connect a USB 2.0 device to one of those ports in back or any up front ports ( both 2.0 & 3.0 ) that device shows up in Device Manager as an " unknown device " and has the yellow triangle with !. I tried updating the driver by right clicking the device and in one instance , a USB 2.0 gaming controller, the driver fails to load.
And again, every port works properly when using Win 7 on the dual boot system.

I've done some further troubleshooting since my last post in attempt to narrow down the possibilities.
Removed the USB 3.0 expansion card to check other USB drives and if it had any effect on the other drives.
19 pin USB header connected to front panel USB ports. Rear motherboard USB ports work with USB 3.0 devices as in keyboard, mouse, wireless headset without any issue.
Any USB 2.0 device as in Razor ( gaming controller) USB flash drive when plugged in will show up in "other devices" and are unknown devices. ( see pic)
When attempting to update driver by going to "browse my computer" > " let me pick from a list of available drivers on my computer" Select Razor in the list, a windows error comes up and says it encountered a problem and cannot install the driver. The same thing happens when attempting to update the driver for any other device that shows up in Other Devices list. (see pic )
I purchased a USB 3.0 Flash drive and it also shows up as an unknown device in Other Devices list. I have also tried that flash drive in all the other USB 3.0 ports mounted to motherboard that have components that are working, like keyboard and mouse. Same issue, will not recognize the device.

It's working now. I saw that there was an update to Windows 10 , ver. 2004 After I updated it, restarted , no issues with USB's anymore

Wow, glad you got it working. The odd thing is that I had not heard of any similar issue being addressed in any Windows updates.

Yeah I really didn't think it would do anything with adding drivers but I figured why not give it a try, couldn't hurt.
In Windows 7 in device manager it shows those yellow triangles on other devices still for a PCIe and USB controller. But all the USB ports work with that expansion card. Maybe because windows 7 detects a PCIe card in its slot even though there are no pins ? or the architecture is being recognized as a PCIe card with no drivers? I tried at first to install drivers for that unknown device but it wont do it. Probably because it's like a dummy PCIe and cant load drivers for something that's not connected through the pins in a PCIe slot.
But that don't bother me as long as it works in 7 & 10 I'm good.
    Thanks

The only thing I see in the Device Manager image that may [or may not be] amiss is a line in USB about an Enhanced install, usually needed for USB 2 support even though eXtensible for USB 3 is there.

Interesting, I still don't have that USB host controller showing in my device manager. But all of my USB's are 3.0 and one 3.1 . The only USB 2.0 that I have are front panel mounted and are connected to the USB 2.0 header on the motherboard.
