I suppose you could create a new folder somewhere you want to keep it saved at, place the Safely Remove Hardware shortcut in it, then add this new folder as a toolbar with it on the right side next to the notification area. You can have the toolbar show only the icon of the shortcut.
If only I had more time in a day. I've already fiddled with this much longer than I care to admit.
I really have other things I must get completed today. Hopefully someone else will continue this project.
