Windows 10 - Maximum Processor State isn't working

It was fine before when I'm still using Windows 7.
Now it doesn't matter how much I limit my CPU max state, it always at 100% under load.
Funny thing is, when I raise the minimum CPU state to higher than 5%, it works without issue.

Perhaps this can help in some way :


OS : Windows 10 Enterprise x64
CPU : i7-4790 [Non Overclock]

I usually keep it under 80% max state, I tried lowering to 10% max state, still the same.
I'm on standard cooler which is the only thing keeping me going. [To avoid overheating]
Can't afford a better cooler yet. [Might not needed if anyone can solve this issue !]

Any help would be much appreciated.

You can achieve the same results a bit differently.

In the BIOS you can adjust the Target CPU Turbo-Mode Speed, on the AI Tweaker tab.
You can also play around with the Q-Fan controls on the Monitor tab, also in the BIOS.

I've found the fix !
Now everything is back to the way it should be.
80% Max state is working absolutely fine now. [2850 Mhz for 55'c]

When I double-check whatever other softwares that might be controlling the CPU.
It turns out, to my surprise, I had Xbox Game Mode turned on then I immediately disable it.
I don't even know why it's there from the first place but I do remember this issue come after a WinUpdate.

Gladly, I didn't touch anything around the BIOS just yet.
I'm sure OS installation process will never have anything to do with BIOS, right ?

HWmonitor is a poor utility to use and usually inaccurate
Hwinfo64 is better for lots of info but coretemp is best for just monitoring temperatures it uses little to no resources to function
