I hestitate to respond because I don't understand what you mean by
- because the Caps Lock properties are more comfortable [perhaps you are just referring to the layout of a particular keyboard you have rather than any Windows function?]
- dead keys doesn't work

I often type in German & French. I keep this file handy and normally just copy what I want from it or, if I am typing in MS Office Word or Outlook, I sometimes use the shortcuts mentioned.
- Because I normally have Outlook open, I keep the guide in a pair of Outlook 'Notes' for convenience [German Note, French Note].
- Where I have written, for example, Ü ü Ctrl: then U/u what I mean is press the Ctrl key & and the : key at the same time then press either the u key or the U key
