32GB is the maximum partition size limit using the FAT32 file system format on Windows.
Fat32 also has a file size limit or 4G

It's Micro SD not a drive.

Secure Digital, officially abbreviated as SD, is a proprietary non-volatile memory card drive.

It's not a Hard Disk Drive or a Solid State Drive but it's a drive.

Anyway, Why do you want to convert it to Fat32?

A common thing is to refer to all data storage devices as a drive.

I have use my Linux Mint computer which includes the GPARTED program to accomplish the task, presently have a 250GB 2.5" HDD in a USB case formatted as FAT32. One can download a Linux LiveDVD and boot to it to run the program outside of Windows. It's also possible to download the GPARTED LiveCD .iso file to create the bootable disc and do it. Both choices are free.

For use in a camera it's best to format the SDHC card in the camera [I've not done over 16GB], something about doing it in a computer screws up the use in the camera. Don't know if a camera can do it with the larger cards.

One other change, the cards were SD but had a limit of 2GB, larger are SDHC [High Capacity] for 4GB and larger.

As already remarked, Microsoft has limited Windows to format drives as FAT32 to 32GB and smaller.

Windows can read/write much larger FAT32 drives. I've read multiple numbers, but at least 2TB.

There are third-party utilities to format a large drive as FAT32. Example: How to Format a Large Hard Drive With FAT or FAT32 I have never used one.

I hope that the OP's reason for wanting this makes sense.

And don't forget that there must first be at least one Partition created on each drive before it can be formatted, the programs mentioned should be able to do that.
