I think 3ft will be OK. I don't know where the recommendation to stay under 2 feet comes from. It would be good to see some documentation on that.
You can usually find the recommended specifications in the Wikipedia article for USB 3.

It looks like most of them come in 3ft and 1ft size and only 2ft size that I could find looks low quality:

I am actually trying to get a new one because the one that came with the drive is very short (only 1 ft I think).

do you think 3 ft will be ok? I have trouble finding a 2 ft one.

JacobsParts Flat Tangle seems good to me.

The recommendation to stay under 2 feet came from @Megahertz

The maximum length that I have always heard mentioned is 3 meters:

A bad cable could. But it would more than likely cause a corrupt or failed rip, rather than just causing a slowdown.

Yes, that's what currently know: 3 Meters - 9 feet.
But I haven't actually read the white papers for USB C and above, so I am reluctant to say anything definitively.

So would it be a bad idea to use a 3 ft cord?

Not at all. Up to 9 ft with a decent quality cable will be just fine.
