Generally the 11" and smaller will have soldered RAM and SSD, not much can be changed on them.
If concerned about RAM I always use Crucial US | DRAM, Solid State Drive (SSD) & Memory Upgrades to check the capability of upgrading them as the advertisements seldom mention that additional information. My 12", 13", 14", 15" and 17" all have sockets that can use different size/capacity modules, most have 8GB but a 14" has 4GB and a 15" and a 17" have 6GB.
Toshiba isn't listed in the list of Manufacturer on that Crucial site.
No, it isn't. That's because Toshiba's PC business was spun off as Dynabook and is listed on Crucial as 'Dynabook-Toshiba' now.

Does this mean that even though the official maximum is 16GB, I could plug in 32GB and it could work?
Nope. 16GB is the maximum total supported RAM.
Crucial also doesn't offer any single 16GB (or larger) DIMMs for the laptop.
To return to your original question, the link Robot Check claims that it supports UHD resolution (3840 X 2160). That's usually also called 4k. I haven't been able to determine whether it also supports HDCP 2.2 or later, required for playing some copy protected 4k material.
