USB device not working on Optiplex 9010

Hi guys.Suddenly it happened:
each time I plug in something over USB port it doesn't run automatically nor I see USB device (flash memory or disk) inside My Computer.
I need to go to device manager then go to scan for hardware changes and then W10 recognizes USB device.
How do I make it run normally when I plug in USB device?

I found out that it only happens on front usb ports...

On devices such as a flash drive (and others) are you using the "Safely remove hardware" function before unplugging the device? If not, that could be the problem.

Yes ofc I'm using...
Now no matter what USB device I plug it doesn't autorun...
But previously I had usb wifi card plugged in this usb port and problems started when I removed that device...

Plug something into that port and then display the USB section in the Device Manager. Chances are there will be an "unknown device" listed. If there is, uninstall it in the Device Manager then disconnect the device. Reboot the PC and try the port again.

I did plug in external HDD and went to device manager.
There is none of unknown devices in the list (picture below)
OK disabled and enabled USB 3.0 root hub and then pluged in external HDD,here is exclamation mark I got:
