    This is how my keyboard tested.

    Shift-left, shift-right, quote, shift-right + quote. Notice the modifier check in the display line 11 & 15 for shift-right + quote.

    Yours does not have this modifier, almost as though the shift key is not happening at the same time as the quote key is pressed.

    Also notice, sequential lines 10 & 11 are highlighted green, indicating they have both occurred during the same time interval.


    You might try experimenting with this test utility and see if you can obtain any other combination key presses
    like left-shift + A in order to produce the desired test result of two lines sequentially highlighted in green.

    Looks like I got it fixed. I installed ShortKeys Lite and created a little kybd macro to enter in the double quote character “. It’s not a true fix, just an easy work-around. Good enough for an old laptop. Thanks for all your suggestions!

    W10 pointed out, that it looks like you don't press Shift and ' keys together.. like there was separate inputs.

    If you are satisfied with your solution, then OK, but we could solve this mystery, I'm (almost) sure.
    - next step would be if you have Sticky keys turned on (or you could use them)
    - some laptops have settings in BIOS to switch Fn and some other keys (usually Ctrl)

    I am pressing them together, even though it doesn't appear on the Kybd Event Viewer screenshot. Both shift keys are working normally with other keys. But for some reason neither shift key works with the single-quote key.

    I did try Sticky Keys and it works! The double quote character appears when I use it. However, it works for ALL keys, which isn't good for me; I'd have to totally change my typing patterns.     The suggestions on this thread caused me to do more searching which led me to the ShortKeys solution. I'm glad to have the issue fixed!
