I'm glad you agree with me, it has nothing to do with Version 1909.

'Firmware' and BIOS versions also different for me .
Checked again and found that Firmware and BIOS version the same. Not sure what the driver version means? So it is a bios update.

Personally I will keep clear of using it for bios flashing and also keep clear of W.U. offering it. On a Insider version W.U. is offering another version of a bios update that's not showing on HP's site.

It might show on the HP site under previous versions of the BIOS update. For my laptop I currently have latest F.53 installed, WU says 15.42.0.0 (42 being F.42) which shows under previous versions on HP support site.

There is no version F21 in the previous list

Weird. I'm not sure how long HP keeps previous versions listed on the support site for specific computers, some may be kept longer or shorter. I honestly have no idea since their support site has broken so many times (awhile ago searching for my laptops SKU# provided no results for months because the site was broken).

Here is my list for my laptop which goes back 2 years to 2018.

I wonder if HP released a F.21 BIOS update for your computer and forgot to add it to the site.

But if there was a BIOS update from within Windows: No thanks.
