Is a discount motherboard as good as a top shelf board

A friend found an unopened motherboard in a back closet and is selling it for $25.

is this good enough for a basic system for a shut in?

I asked him what board it was and he told me it was in a pizza sized box, computer tech is not his forte'

It could be fine for a shut in, but more details needed.

    Brand and model number, particularly.

If it's beyond a certain age, it may not run Windows 10 and you may not be able to easily find a CPU that is compatible.

True. I may have jumped the gun. Told him to send me a picture and then I can Google it

Thought of asking for a box pix right after I'd posted...

It will be interesting to find out what it is. Getting the make & model would be most important. Should be on the box, and may be silkscreened onto the board.

Are you "shut in" with all the other stuff needed to assemble a complete PC? (Case, power supply, RAM, hard drive, etc.)

Newegg or B&H Photo (in the USA). B&H now has a credit card where the store pays the sales tax for all sales outside of New York State. I just bought most of the parts for my new build there, and fast shipping is free. Prices compable to Newegg or Amazon, but those two charge for the sales tax.
