Requesting help with "Driver power failure"

This has been beating me up for a while now and I honestly have no clue about the problem. Upon initial boot the computer has a digital delay in both the audio and video. Once rebooted everything works normal. Then when watching movies, it starts again with the same delay problem but after rebooting it works fine again for a short period of time. Even in the circle boot visual of windows 10 you can visually see the delay. But again after rebooting then everything is fine and the delay returns after time. Rebooting always fixes the problem but I have no clue where to start to troubleshoot the problem. I have tried different drives that work perfectly in another computer and they also react the same way so it' s not the drive. Tried another AMD ryzen CPU and the same results, triend another DDR4 memory and same results. Tried another X570 MB and same results. The only thing I have not tried is a fresh install, I have the latest and greatest BIOS. Tried another GPU and same results. Uninstalled all drives and ran another drive but same problem. So I don't know where to start to check. When restarting I get the BSOD with a note saying driver power failure, a hard reboot corrects the problem. So I am asking for advice to help find a solution.

I thank you for your help and I think I have finally done this correctly. These are done at different times due to one being before the problem and the other is after.

As I have extra drives, I did a new install on the SSD then loaded the software for the items needed. Making sure not to use any i-obit. So far have not seen or heard any problems. Sorry but a fresh install was much less work and wasn't sure if I could find along with remove the drivers that i-obit installed. I am very grateful for the help.

    Please run the drive tests.

This was / is the event viewer entry:

    Code:
The driver has detected that device \Device\Harddisk3\DR3 has predicted that it will fail. Immediately back up your data and replace your hard disk drive. A failure may be imminent.

As long as you back up data you have recovery options.
However there were event viewer entries displaying:

    Code:
      Description:
Failed to open an existing tracking file on device \Device\HarddiskVolume30 with status 0xC000003A
