    These computer manufacturers typically have end users use their respective software to find and install the best tested drivers: DELL, HP, Lenovo

    If a third party website installed multiple drivers they can be removed by various methods.

    If the drivers are known then they can be manually uninstalled using device manager.
    New drivers are then installed manually from the Dell website or by using the Dell support assistant.

    Many drivers can be downloaded and installed without prior manual uninstallations.
    There typically is a menu option to choose the driver file in the current download.
    This allows the installation of an older driver.

    When prompted to remove any driver software, select delete the driver software for this device.

    A clean install is the best method to start with fresh drivers.
    It removes confounding factors.

    With unknown drivers installed by third party software you can manually download drivers from the Dell website to the desktop.
    For installation, when prompted choose the newly downloaded Dell driver over the installed driver.

    I had it installed from Intel website which is more recent, should I really uninstall then reinstall?

    I may consider a clean install for windows after I get version 1909, but I really hate this process.

    Will it be enough to do Windows refresh or I had to go with Windows reset or what is the best option ?

    Is there a trusted and reliable website that have a collection for drivers updates, where I can follow to get news about drivers updates and download links from manufactures website ?

    A clean install installs default windows drivers and some non-windows drivers.
    Windows will automatically update windows drivers and many non-windows drivers.
    Performance is improved by installing the best tested drivers from the computer or motherboard's manufacturer website.
    Windows will then automatically update many of these drivers.

    Once the best tested drivers are installed and updated you should be set.

    To continue to check for updated drivers:
    a) run the Dell support assistant
    b) run the Intel driver and support assistant
    Download Intel(R) Driver & Support Assistant
    Intel(R) Driver & Support Assistant

    Run windows updates.

    The above steps should take care of most drivers.

    An incorrect BIOS version had been installed.
    Typically this cannot happen when using the Dell support assistant.
    How had the BIOS version been installed?


    A clean install can be used to fix any partition problems.
    A reset remove or save files does not change the partition layout.
    It requires the reinstallation of drivers and applications.

    Where and when did you pull this information from ???
    As we just installed a BIOS Firmware Update from Dell Website..

    The opening post displayed current BIOS version A08.

    The OP later posted a link with the Dell service tag.
    The A08 BIOS was again not seen as a option available for this computer.

    So how could it have been installed?

    Was it once in the installation history and then deleted?

    Yes, it was previously available. Versions A07, A08 and A09 are not in the current list of links, But with the help of the Wayback Machine I have found that at least one of them, the A09 bios, does exist. It is reasonable to assume that the other missing ones were once freely available.

    I started by giving the Wayback machine the url of a current inspiron 3537 support page...

    ...and got a hit from 2017 when A09 was the latest BIOS.

    The 'View details' link told me the url of the A09 support page, initially pointing the web archive server, but I modified it to point to the Dell support server and found that the page still existed.
