I have 32GB of RAM. My computer only recognizes 16GB of it.

You see the 4GBSR at the end of the G Skill model numbers? That means a 4GB stick of ram. You have 4x 4gb sticks of RAM installed. You probably purchased what was advertised as 8GB RAM, but what it really was was an 8gb kit consisting of 2x 4gb sticks.

    Mushkin Enhanced Redline 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model 996982 - Newegg.com

Look at the labels on the RAM closely. Also, usually the proper configuration of RAM is every other slot, so I believe you should have an order of Mishkin-G Skill-Mushkin-G Skill in slots 0-4 respectively.

Yeah, it's extremely unlikely that all 4 sticks suddenly develop a fault all at the same time and all report half their capacity, also extremely unlikely that a BIOS setting has changed or become corrupt and is reporting all 4 sticks as half capacity. So yeah they are 4 gig sticks.
Has anyone else worked on the PC, I'm thinking swapped the RAM for lesser capacity, only way I see you could have lost half your memory if you are 100% certain you had 32Gb.

I've recently had this issue after buying a new set of the same ram. What worked for me was to:

    1. Power off the system & unplug the power cord, flip the power switch, hard reset the cmos by removing the battery for a couple of minutes (1-2 minutes).
    2. Flip the switch & power it back on for a little bit then shut it back down.
    3. Reseat the cmos battery & power on the system.

It went from seeing the new pair as "hardware reserved" to recognizing them and allowing me full access to my 64GB of ram.

Other things to try are swapping the ram into a different channel and I've also read that reseating the cpu is another popular fix (check for broken/bent/damaged pins if you do this and try to fix any that aren't looking too good).

Memories are different (Brand, speed, timings) and on wrong slots.
    Mushkin sticks should be on slot 1 & 3 (not on 1 & 2)
    GSkill sticks should be on slot 2 & 4 (not on 3 & 4)
