Do you have any relevant manufacturer's touchpad utility installed?
The difficulty in dealing with touchpads is that there are
a. different manufacturers
b. for a given manufacturer, say Synaptics, there are different types of touchpad and different drivers with different GUI and capabilities
c. Upgrading an older machine not supported for your build of Win 10 introduces the risk that what once worked, no longer does.
In general at least the following possible methods exist, varying from manufacturer and machine to manufacturer and machine
a. disable it in BIOS
b. uninstall the driver and block its reinstallation.
c. disable it in Device Manager
d. A dedicated key (which may need the correct utility from the laptop manufacturer to be installed).
e. On some older models, there was a physical button
f. A GUI option in the driver software

I will be following this with great interest, for when we upgrade our Asus Windows 8.1 laptop to W10. We really like to have this touchpad turned off.
Caledon Ken, I don't know. When we first needed to turn it off I contacted ASUS. I try to not get involved in the deeper issues of how laptops do their special things because in my experience so often the manufacturer has done something very clever (read as complicated and hard to figure out and if you get it wrong your laptop is a doorstop.)
If you would like to enter BIOS then power on machine. As soon as you see the Asus logo tap F2 a couple of times.
Watch what you are doing in BIOS you should be fine. Under the Advance tab is your internal pointing device. Page 91 of your manual.
This totally disables it.
Save your changes / exit. On restart it will be dead.
