8gb out of 16gb of my ram is Usable?

So For the Past 2 days I've been trying to fix my computer ever since I got a new Processor for Christmas. I've tried every solution and nothing has worked. Please help

1.Set VM to 0 in Boot Settings
    2. Reduced VM in Performance settings
3.Checked my ram physically and switched their slots.
    4. Took apart most of computer and put it back together
    5. Checked my processor for any bent pins(No bent pins)
    6. Checked BIOS Settings(my MSI MB doesn't have a Remapping feature)
    7. Reset BIOS to factory Default
    8. Reset The Registry(I used youtube for that, don't remember exactly what the files were)
    9. I put only one ram in and it has all 8gb usable, but as soon as I put 2 in only 8 are still usable, rest is hardware reserved

I Checked, and all of my parts are all Compatible

    Specs:
    OS: Windows 10 64 bit
    Proccessor: Amd FX-8350 8 core
    GPU: NVIDIA GTX 1050 Ti
    MB: MSI 760GMA P-34(Fx) (MS-7641) V 5.0
Ram: I cant find the name But I think its "Crucial" (8gb) x 2

    Can Someone Please help me

If you haven't tried this yet, try booting with a single DIMM. Try one slot, then the other.

At a guess, the CPU is defective, or its motherboard socket is damaged. In either of these cases, you won't be able to boot with the DIMM in the slot that isn't being used properly.

    I hope that I'm wrong.

Maybe upgrading BIOS firmware will help.

Also disconnect graphic card to see RAM is reserved for it.

I checked everything, everything on my computer is updated to latest version including BIOS

I disconnected the Graphics card and still says the same thing.

Sorry, I Forgot to mention I did boot with only one DIMM and it said all 8gb was usable in both slots and it works fine. But as soon as I put 2 in it only allows 8gb usable

Jack, you note that you did pull out one memory module and the system saw 8GB as expected, but did you then remove that one memory module and insert the other one to make sure that it is properly recognized and working?

If you don't have already, go get a copy of CPUz and install/run. I was reading that others had this issue and it was showing that the mem was in single channel mode, not dual mode. That's a setting in BIOS/UEFI to enable Dual Mode. Since you just swapped your CPU, it may not be set to Dual. Easy check to rule this out.

    CPU-Z | Softwares | CPUID

I have 2 sticks of 16GB, and I show Dual and 32GB available.

I think that f14tomcat is correct. The screenshots you supplied show single channel mode. Were those screenshots taken with only one module installed?

Try this: Press DEL during boot to enter setup. Select Load Optimized Defaults, save, reboot. If that does not work, go back into BIOS again, Cell Menu > Advance DRAM Configuration > DRAM Timing Mode > SPD, save, reboot.

One more thing. Could you just open task manager and go to the performance / memory section? I want to see what it shows. I've never heard of anything like hardware reserving 8GB of memory, but I just want to see if there is any clue here.
