So am not sure if this is my Thumb Drive that's causing an issue or something Windows 10. I have an iso file that when I right click and choose burn image file to disk I don't have the option to burn to usb thumb drive. Anyone have any ideas?
There isn't the equivalent of burning an iso to a DVD for a flash drive. (Burning in DVD terms = changing a metallic layer embedded within the DVD with a laser).
Copying an iso file to a flash drive merely makes it a data drive- not bootable.
To create a bootable flash drive from a suitable iso file- assuming that's what you're trying to do- follow one of the options (Option 2 onwards - ignore the material before Option 2) in this tutorial, but use the iso you have.

If it's a bootable Win 10 usb flash drive you need with the current build, then very easy to use this (just Google)

Were you attempting to copy a flash drive to another flash drive?
Or create a brand new iso?
To answer your direct question...
Windows doesn't give you the option to burn an ISO file to thumb drive because ISO's are designed to be burned to optical disks (CD/DVD/Blu-Ray) and not a thumb drives - What Is An ISO File (And How Do I Use Them)?

You haven't told us exactly what is on this ISO,allmost of the answers so far have assumed that it is a ISO for the Windows 10 install media. The answers would be totally different if it was, for example, an ISO for a music CD, a video DVD or a Linux Live ISO.
As has been explained, 'burning' refers to creating an optical disk from the ISO (which is an image of a DVD or CD, including the file structure used on the optical disk).
You cannot 'burn' an ISO to a USB, the file structure in the ISO image is totally different from that used on a USB. If this is indeed an ISO to install Windows 10 then dalchina has pointed you to the appropriate tutorial. If the ISO is for something else, then we need to know exactly what it is before advising.
