    Scrolling Does Not Work With Mouse, Trackpad, or Arrows


    My windows 10 version is 1809.

    I developed a problem where I can't scroll. It just keeps going down but if I try to scroll up it will race back down again. This happens with the USB mouse, as well as when using the arrow on the trackpad by clicking it near the top of the scroll area, and when I try to use the up arrow on the keyboard to go up in a list...it just goes back down.

    I tried deleting and reinstalling drivers for the trackpad and mouse, also changed USB ports for the mouse. Also, I had upgraded to the November release of win10 but that did not help, so I rolled back to the 1809 version from May 2019. Sadly, I don't have any restore points saved prior to today. I have not installed any new apps recently. When I last used it a few months ago it worked normally.

    I noticed that this scroll problem does not seem to happen on a Firefox browser. However, I opened Youtube and tried to grab the volume slider with the mouse to lower it and it would not, it just slid back to the right. I notice the problem mostly when I am working within Windows itself, like opening any menus like settings, control panel, etc. So I am pretty sure this is a windows problem. Its almost unusable...how can I fix it?

    Hello and welcome Bruce mate if you can get into settings see what is set in the general settings and also in Additional mouse settings see if you can get something working through them see pic

    Hi, what is your exact laptop model?

    Please boot to Safe Mode. (Google or see tutorial if unsure how)

    Try your touchpad and mouse etc then and report the behaviour.

    Yep, I tried playing with mouse settings but that didn't help.

    Also tried in Safe Mode, and it was the same.

    The laptop is a Dell Inspiron N5110 model but has been updated by the person I bought it from to Windows 10. It worked ok at first, but I think something with a windows 10 update messed it up. It probably had a different build of win10 when I bought it in January because 1809 didn't some till May I think. But then again, it was ok in July and it probably had 1809 by then.

    It's an older machine with drivers to Win 8

    (always helps to have such info)

    It is surprising that you have the same problem in Safe Mode as the drivers will be different.

    As an older machine, you are, of course, in unspecified terroritory- there is no guarantee that you can continuously upgrade without problems.

    You get new drivers- including video drivers of course- with each new build.

    I think something with a windows 10 update messed it up. It probably had a different build of win10 when I bought it in January because 1809
    I suggest you try the latest available BIOS and drivers from Dell's site.
    When trying these, disconnect your internet before installing them so as to prevent them being replaced by Windows on restart.

    Check you do indeed have the driver version you expect installed if still problems.

    If that helps, you will need to hide updates or block so the drivers are not replaced by Windows.

    Well, after a few days of testing I am going to call this one solved. I had to get a new mouse. The new wireless one works normally on Windows 10. I think that what may have happened is one of the version updates had something that the old mouse could not work with. It a backup laptop so I don't use it too often (although I have a project now so I will need to use it more) and I do not remember it having this issue when I first bought it or when I spent a week using it a few months ago. And I know that Microsoft likes to put their win10 updates into new version numbers so perhaps the last version had the bug. The laptop has the last produced BIOS from Dell, there were no further updates.
