Done as you said, and I got the same error:

An error occurred trying to open - D:\Folder\57415c84-ac56-479d-9ce0-282570245acd_8bdb9b8cc5e570f9a6b8b89826cd64bc4c469340.cab Error: 0x80070002

    Error: 2

The system cannot find the file specified.

The full name was very long, so I renamed it.
I'm at a loss. Did you Unblock it?

Can you run a Defender scan on it, simply to see if it's readable?

Running out of guesses, good and bad!

It says "The folder can't be used." What should I do?

I found this, and it seems to indicate the quotes are not needed.

Install cab file with pkgmgr, "Cannot find the path specified" - Windows 7

    DISM.exe /Online /Add-Package /PackagePath:d:\12345.cab

The .cab file is the first item on the list at https://www.catalog.update.microsoft...?q=11.7.0.1040

I downloaded that, and put it on a VM to test. I'm getting exactly what you are.

Error in DISM log seems to indicate it's a file within the .cab it cannot find, not the .cab itself. That catalog file may be corrupt.

The error from the DISM log, several like this.

    Code:
Failed to open the package at location: "C:\Users\dhubb\Desktop\57415c84-ac56-479d-9ce0-282570245acd_8bdb9b8cc5e570f9a6b8b89826cd64bc4c469340.cab" - CPackageManagerCLIHandler::ProcessPackagePath(hr:0x80070002)

I extracted the files and tried to install "heci.inf". See the result below.

There's something corrupt with the file in the MS catalog. All attempts to install from various angles fail. We showed that yesterday. I don't even have that device, and I got every error exactly the same way you did. It's just not compatible. Bad file.
