Ahh, I get you. The same therefore could be said about USB port expansion card, M.2 Expanders, RAID cards etc. Basically anything that uses PCIe lanes.
In my case, for the most part, PCs have 28 PCIe CPU lanes. The exact reason why we stick with HEDT is because mainstream systems had traditionally been limited to 16 lanes (now 16+4).

Actually, I'm pretty sure the ones I have are 2 or 4 lanes... Can't remember, but even so I still have an abundance of PCIe lanes available.
So, it looks like the speed issues are not the NVMe drivers (3.1 - 3.3 all provide abysmal results), and it's not a PCIe lane shortage. Surely 21 SSDs drives can't all be faulty. Nah! Perhaps as was stated earlier, there is something common on all systems that is causing the poor performance?
