    One other way would be if someone has a 970 and zips and sends to the forums the contents of C:\Program Files\Samsung\Driver\970_Win10_64 and then you could use the inf to install.
    I only have 950 & 960, so sorry there:

    The drivers are backwards compatible, but iirc, v3.1 supported the 960 and v3.2 the 970. v3.3 is a security fix? I remember having to upgrade my drivers when I installed the 970 because the driver version I had wouldn't see the 970, only the 960's. May be it was v3.0 the 960 and v3.1 the 970... any way, the later drive needed a newer driver.. can't remember exactly.. it was a couple of years ago now and age has gotten the better of my memory :)

    maybe its a good idea to pin that to the starting post i fixed it thanks to this person i now run samsung driver

    There's still outstanding question why .exe wouldn't run. that's not normal and could pose a problem with some other drivers and programs.

    True that. I thought perhaps getting the driver installed might be the priority. W10 2004 is problematic atm. I'll ask some people I know who have 2004 and Samsung drives if they've had any issues.

    I assume you are working with an unaltered install? Home? Pro?

    v3.2 supports the 970. Have you tried that version?

    Have you tried sfc /scannow and the try the drivers again?

    v3.2 supports the 970. Have you tried that version?
    Mine is 960 evo and I went thru all drivers since I got it few years ago. But I digress, question is why it wouldn't start.
