My laptop use ryzen 5 3500h cpu, and i want to limit the cpu to reduce temp because its reach 80-88c and sometimes 90c when gaming.
I look at the power options you able to limit the cpu state maximum and minimum.
Let's say i want to limit my cpu usage to 80% only. What percentage should i put in maximum and minimum state ?

You would want to set "Maximum processor state" to 80% for both "On battery" and "Plugged in" to limit the CPU to a max of 80% capability.
In addition, you can set "System cooling policy" to active to help it run cooler. You might also check out a laptop cooling pad designed for your laptop model to help even more.

You wouldn't want min to be that high. Min would need to be set equal to or lower than max.
I'd say the default 5% min is good. That way the CPU will idle down when not being used to help with temps and power usage.
If i set the minimum state to 5%, does it mean when my laptop idle, the windows will use cpu not more than 5%?

After i change max state to 80% and 99% the temp reduce drastically and the performance also reduce because my cpu only use 1,7ghz and i got stutter when running the game. Is there a way to limit the ghz from power options ? so i can limit with exact number 3ghz or less, so my cpu not reaching 3,7 which made it hot.

There are several programmes for monitoring cpu load and temperature; I use RealTemp.
There is one programme to limit cpu load: BES - Battle Encoder Shirase.
I only use them during video conversion.
