Add printer - System Interrupts at 100%

I'm having trouble adding a printer to my laptop.

    The system is:
    -ASUS S500CA laptop
-Win 10 Home X64 (all updates installed)
    -Intel i5-3317U CPU
    -6 MB RAM
    -500 GB HDD

I'm attempting to add a a network printer. When I try this, the system seems to freeze. Task Manager indicates that System Interrupts are using 100% of the CPU.

It is difficult to reboot but after the reboot, the system seems to operate normally unless I try to add the printer. Then I run into the same problem.

There are no cautions in Device Manager and a virus scan is clean.

Where do I start to find the problem?

What make and model is the Printer? Is it connected to the Router via Ethernet cable or something else? The Networked printers I've set up have a place in the installation software to choose the type of connection. I have an HP Officejet Pro 8600 and an HP LaserJet connected to my Router via Ethernet cables, 5 computers connected to the Router also via Ethernet cables and can connect any number of Wireless/Wi-Fi computers as long as I install the software for the printers, usually the current version downloaded from HP.

The printer is a Brother MFC-J985DW. It is connected to a desktop computer on the same network (using a printer cable). However, I suspect that the model of printer is not the issue. When I'm trying to add the printer, I open the "Printer" window and click "Add printer". The computer scans for the printer and then stalls. It never identifies a printer. It stalls during the search for a printer.
