Whatever gave you that idea? I assume it is no-name brand, considering, it is only 280W, so it has the effectivity 70% at best, meaning, if components are taking 180W, it is actually drawing around 240W from the outlet and that might be its peak. You can use some outlet wattage meter to be sure. For example, low quality 500W PSU can run at 450W, but it might burn at 500W (showed in some tests). High quality 500W PSU could even run at 600W. You should get something around 500W, that should be able to handle anything (with one GPU, even high-end), a cheap one would do, but preferably a reliable brand like Forton.
