W have two questions. First is that we have figured out that your DVD drive went to the grave. As for the USB drive. If you formatted it HFS or APFS, Windows will not red it without a piece of software that is needed. Suggested to keep the drive Fat32 or exFAT. MacOS can only Read not write NTFS.

I did not use this DVD , since I bought this laptop.
What is the cause to send DVD drive to grave ?
I am not sure, what is the existing format format for USB drive (OWC Envoy) . I am OK to have this USB drive for windows read/write. I am not particular about MacOS read/write on this USB.
What is the piece of windows software needed for this USB drive to use?

Only if it was formatted on the Mac in either HFS or APFS and you just ned to read the files from it, do you need the extra software. If planning on using the drive in a mixed environment, format it either FAT32 or exFAT. No way of knowing what happened to the DVD drive, they are not made like they were when they first came out. Easier to replace than to sulk over it breaking. I no longer use or need one, so I pulled mine to have that SATA port available for another drive. I do not even know if my portable Blu-Ray writer even works, since I have used it for months and really do not even care since everything I need is either online in one of my Cloud storage drives or I can still download if needed.

I am not able to get format options for this USB drive in windows explorer or disk management. Right click shows grayed <Format> option . It is there in posted screenshot.do you need the extra software. If planning on using the drive in a mixed environment, format it either FAT32 or exFAT.
How do I format this USB drive?

See if Diskpart will see it in cmd.exe. Otherwise get Ubuntu installed and activate Linux Subsystem and wipe with GPArted.

Remove the rear cover from the laptop (Google how to this for your laptop) and check the security of the connection between the DVD drive and motherboard. You can buy a cheap external USB DVD drive if the internal drive is bust.

You must clean all partitions on the USB disk and create a new Fat32 partition.
Open a CMD window as administrator and type:
Diskpart.exe (to enter diskpart)
list disk (to list the computers disks. Take note witch number corresponds to your USB disk)
select disk n (where n is the number of USB disk. Make sure to type correct disk number from step two.)
clean (to erase all partitions on the selected disk)
create partition primary (to create one partition on the selected disk)
select partition 1
format fs=fat32
active (to make it Legacy boot able)
assign (to assign a disk letter)
exit.
