touchpad gestures not working

HP dv6-2150US, W10 home 1903-18362.239, Synaptic 19.5.10.79 date 4/16.19
touchpad gestures are not working (specifically scroll).They are configured under Mouse. I updated driver from a 2015 version. no joy
After a while I noticed Fct+Scroll and tried that == it started working.
I restarted computer and it stopped working. Now Fct+Scroll does nothing.

The Touch Keyboard does not come up either when clicked.
Ideally, I would like to make it work by default without using the Fct+Scroll.
Otherwise, just make it work.

after many false starts, errors, and much searching, I entered the following in PS as admin

update-help
Install-Module -Name SysInfo
which ran PowerShellGet requires NuGet provider version '2.8.5.201 and Set-PSRepository cmdlet
then
Install-Module -Name SysInfo
set-executionpolicy -executionpolicy remotesigned -scope process
import-module sysinfo
get-touchpad

no output or error was displayed

where do I find?

I tried
Get-TouchPad -Properties * >d:\touchpadfile.txt
that created an empty file

touchpad works except for gestures.
settings do not change.
it did not work with 1809 either.
The scroll function key worked ONE time which started it working.
it stopped working when computer restarted.
the scroll key now causes the area defined for edge scrolling to stop working altogether until I use main area, then go back to edge. repeatable.
