Can I regain use of my SD card?

I have a 64 GB SD Card which is about 50% free. It has been used as an additional backup for files, no longer required. I want to use it in my new Android MiNote 7 phone, to replace a 1 GB card which will soon be full. But I am now unable to either delete the Windows files, or to format the card. I have tried many times, using my PC and an Android Tablet. I have tried both quick and full format. Some apps seem to go through the delete and format procedures and report 'done' but the files are still in place (especially annoying in the case of a full format).

The phone can read and open files (not much use) but in addition to not being able to delete them they cannot be moved or cut and pasted. Is there any way I might be able to format the card, other than the usual procedures in Windows or Android? It would be wasteful to just bin a card with 64 GB.

Can you post a screenshot from disk management showing details of the card partitions and all details

Thanks for your reply, here is what I think you asked for. It is not very informative (!) except that it shows I got the size wrong. It is a nominal 32 GB card, not 64 GB as I wrote above. I have included another more informative snip. Does the fact that it is shown as 'healthy' have any significance?

    Hi there

post the output of DISKPART-->LIST DISK

sometimes also especially if you use a micro sd-->sd card adapter the adapter can get stuck into read only mode --there's often a tiny easily breakable / jammable slider on these things that lock it into write protect mode.

    Cheers

use the phone to format it , if the phone can't the card might have busted

If it's a 32 GB card ... just throw it away and buy a new one. The effort to fix the old one isn't worth it.

There may be a switch on the adapter/SD card which is in the lock position.
You can try formatting it in the phone or use diskpart to ‘clean’ the drive.
Open cmd prompt/powershell with admin & enter:
    diskpart
    list disk
select disk X (where x is the number of the SD card’s entry)
    Clean
    exit
Then you should go to disk management & you’ll be asked to initialise the drive, do so, then you should be able to format it.
If still no dice then the card may be corrupt.

Thanks for the various suggestions. I vaguly remember DISKPART from the distant past. If that does not work I will abandon it --- my smart new Android phone deserves a new card anyway. The card has spent hours today on a wiping program but all the files are still in place. It does not have a switch (none of my various cards have switches, but I know that some do.) It cannot be formatted on either the phone or an Android tablet.

Using DISKPART how do I determine which of the disks listed is the correct one to clean -- it is not obvious, it could be any of 3; then how do I select it for cleaning?
