Go to your computer / display maker's website and check for any new driver versions and any updated BIOS they provide.

The symptoms could easily be caused by either of these but, if not, uninstall the display driver [as you said you had done before] then open Device manager & update the driver from there to see if Windows can come up with a suitable one for you that has the correct resolution.

If none of this works then try the computer / display maker's website & user forums for advice.

    Best of luck,
    Denis

    That's weird...

The monitor is OK otherwise you would see the corrupt image when the computer turns on. My next thought would be the videocard [Intel(R) HD Graphics 2000 ]. Can you take out the card and check for dust/clean and reinstall the card into the motherboard - also check the cables.

It looks like the Videocard is on it's way out - perhaps it's Video RAM is failing when pushed.

Ah! that might be a problem. Looking online, the ASUSTeK COMPUTER INC. P8H61-M LE seems to have two output connectors have you tried either VGA or DVI outputs to see if that makes a difference.

Having said that, if this happens in both Win7 and Win10 that would suggest the integrated graphic is on it's way out then you might have to add a graphics card to the motherboard's PCI port.

Haven't tried DVI yet. Got a 290x graphics card here given from my friend but no PSU that can support it. maybe it's time for me to buy one. Is it possible it is like this because of my HDD? When I install Hard Disk Sentinel its health is @ 72% or the monitor the whitish part on the right side as you can see on the video.

I'll be back here for feedback once I tried DVI.

    Thank you

Tried VGA and DVI, the issue is still there. by the way, how to know if your integrated graphics is broken?

Even integrated GPUs have two part, GPU itself (2D) and 3D accelerator which in this case is most probably failing. Some low powered GPU like GT 1030/Rx 550 for instance should work with a low powered PSU and still give you better performance than IGPU.
