How do I completely remove a driver and stop auto-reinstallation?

I'm trying to uninstall a driver for Android called ADB Interface (winusb.inf). It's not compatible with my phone so I tried to install a driver compatible my phone but Windows wouldn't let me because according to it the currently installed driver is already updated.

I tried to uninstall it from Device Manager but Windows just reinstall it whenever I plug in my phone. I found that you can permanently uninstall it if you check this option:

But my PC doesn't have that option.

    I'm using Windows 10 Home.

Try this after you uninstall. Go to Control Panel\All Control Panel Items\Administrative Tools ---> Disk Cleanup.
After that go to Device Drivers Packages and check the tick box to erase all the old driver packages.

You may also need to temporarily go to Control Panel\All Control Panel Items\Devices and Printers and then right click on your desktop device go to Device installation settings and select No for automatically download drivers.

Install the driver you wish and then if successful then you can switch driver installation back to Yes. See if this helps.

You can also try the Microsoft Show or hide updates troubleshooter. With it, you can specifically block certain updates, including drivers, from being installed.
