    USB old drivers

One would think all drivers would be updated with1903.
But apparently my drivers for usb mass storage devices are all dated
    6/31/2006 while the 3.0 hubs are dated 3/18 2019.

Many drivers are dated like that but that doesn't mean they are that old. That's done only for compatibility's sake. Check dates for disk drives for instance. they all appear to be ancient but they are not. Look at my Samsung 960 evo M.2 SSD which wasn't thought of in 2006 let alone existed and I installed newest drivers only couple of months ago.

That date is normal [assuming you meant to type 6/21/2006].
    - Only MS default driver version numbers get changed over time but their dates remain 21st June 2006.
    - It is the way MS have chosen to job their own driver selection priority scheme so that their default drivers always take second place to any OEM drivers that are provided [newer is preferred to older].
    - See the explanation in Why are all Windows drivers dated June 21, 2006 - MSDNBlogs

    ...the 3.0 hubs are dated 3/18 2019.
    This is the surprise.
    - It is the same on mine but I had not noticed until I saw your post.
    - It does not match the MSDN blog explanation.

USB2 is usually connected to chipset/north bridge and is included with it's drivers. USB3 and up are connected to separate propitiatory chips, Asmedia being most popular.

The drivers concerned are MS drivers. Hence the surprise.
