Uninstall and reinstall webcam driver from Device Manager if it does not work then webcam is damaged.
I uninstalled the device from the device manager. Restarted my laptop but still the issue persists.. should I take it to the service centre?
Press the Windows and "i" keys simultaneously, click "Privacy", "Camera" in the left column, make sure "Allow apps to access your camera" is on, then scroll down and turn on the app you are using.

The camera is dead, no image, a hardware fault, it is on as you have the indicator light lit.
The Camera App itself reminds you to go to Privacy and Camera settings.
