    I'm really not sure this download is meant for the average consumer, it contains software to enable editing of ME performance metrics etc.
    Windows should have the basic ME interface for the OS out of box, or at least download it when checking for updates, or it will be supplied as part of the manufacturers chipset driver package, and it is kilobytes in size, this download is over 600Mb.

    That used to get me too, on Macrium and MBAE updates, because instead of text file, which you catch, they used HTM/HTML.

    I went to Device Manager and let my current IMEI sniff the update. It claims the best driver is already installed.
