It thus seems that latest MEI applicable for your machine is v1910.13.0.1060 Rev.A.
It was the one from #20, I've tried the one you suggested and it says

Yep that's the one I've got. I've got the latest drivers off HP but I'm having a complete nightmare trying to solve this problem here

and thought if I could try some generic intel ones in case they have some bug fixes that HP haven't rolled out yet.
should it be Z490? I can't see that at all in either application. I've attached pictures in case I'm being completely blind!
MEI would not have any effect on this, methinks, especially when I read (very quickly) what kind of investigation you've gone through already and what you think the culprit may be.
I will follow up in another thread - when I digest it and if I have any creative ideas as that's interesting problem you're having indeed.
In here - when MEI version is considered - you should be sorted, I think.
And lastly: no, I was not implying Z490 chipset should be there - it was just a question. From the screenshots provided it seems your MoBo is fitted with 495 series one:

I've downloaded the Intel Management Engine drivers from the Asus support page for the ROG Strix Z590 A Gaming Wifi and get the following message. I downloaded from this page also the Chipset Installation Utility and thought that was the prerequisite for the chipset installation but that was an unwarranted assumption given the below message.
