Plug in the USB stick -> on the drive address click "Properties"-> Move to the "Hardware Tab"-> Highight the USB Stick-> Select "Properties" -> Select "Change Settings" -> Select "Policies Tab". Make sure the policy setting is "Quick Removal".
Checked, both flash drives in both computers are set to "Quick removal", so I guess that is no it, any other idea?

Then its got to be the speed of the 2 systems your talking about. Can you describe the 2 different systems ? CPU/Mother Boards/Manufacture. That would help.

    Long shot.

Plug in the USB thumb you normally use, the erratic one. In My PC, make a note of it's drive letter. Eject it.

On the machine in question, the one that is acting weird, go to Device manager.

Click Portable Devices. Look for that drive letter and uninstall (right click>uninstall device) any and all occurrences of it.

Plug the thumb drive back in. Windows will reinstall the driver/device.

Try your operation that was running weird with the fluctuating speeds.

I don't think that is it. The system where I have issues is the most modern one, MSI P65 8RF laptop (16 gb ram, nvme ssd, nvidia graphics, etc) The other one is a Intel 4930k on a Rampage IV Black edition, 32 gbram, few years old but in that one works just fine.

Also tried the device manager uninstalling of the removable devices. No result. I am starting to think is just that Windows is acting funny?

You've hit virtually al the obvious, and not so obvious, causes. Still funky. If you don't mind reinstalling your apps, a Refresh might be in order. It will keep your files and all data, and the Store Apps you have, but you would need to re-install any 3rd party apps.

I think I prefer a factory reset, more than a refresh, after all I keep my files in a NAS, so reinstalling the 3rd party apps is the painful thing to do. I might have to wait a bit to do it, I don't have the time right now. I will let you know how it goes after. Thanks everyone for the help!

I have this same issue, but with all transfers between HDD's, SSD's, and USB's. Does not matter which lane/port data is transfered.

I am going with OP on this, as being a Windows 10 issue. These data transfers issues DO NOT EXIST when using my friends Win7 computer (actually get FASTER transfer speeds). This shows it's not a problem with the devices, as they run flawless on Win7.

I am hoping someone with more technical know-how can chime in, because I'm pretty frustrated with this myself.

    Best of luck to OP.

I have the same problem with my PC. I've had the issue since I built the system 8 months ago. I've reinstalled windows 10 pro twice the first install. I've tried using every USB port on the motherboard. I've bought several different brands of new usb 3.1 flash drives, I've gone back to best buy twice and ordered online to try to get the fastest usb drives but it is still the exact same behaviour. Trying to write large movie files or tv shows to the usb sticks I never see over 25MB/s and it constantly speeds up and slows down over and over and over. About every 10-15 secs it drops to 0MB/s and speeds up and repeats over and over.
I've updated drivers, I've bought new usb sticks, I've tried all the different ports, I've tried writing from different hard drives. I have 7 hard drives, 2 x m.2 RAID 0, 2 x SSD RAID 0, 2 x HDD RAID 0, and 1 HDD.

Nothing I have tried has changed anything.
I built my own PC, as I've done for almost 25 years, it's a 9600K on an ASUS Prime Z390-A with 16 GB Corsair 3200MHz RAM, Gigabyte RTX 2070 Super Gaming OC 3X White, Corsair AX 1200 PSU, Corsair Obsidian 800D Case, 9 Noctuna Fans 120&140mm, EVGA Nu Audio Card, 2 Corsair 960GB M.2 SSD's, 2 x WD Blue SSD's, 2 x 3TB Seagate Barracuda XT HDD's, 1 x WD Black 2TB HDD. My transfer speeds between my different drives is extremely fast. I have more than 6TB of media and games so I move large and small files constantly.
There has to be something wrong when I can download a movie faster than I can copy it to an USB drive.
I know this old thread but hopefully someone can help because I'm lost for a solution.
    Thank you
Forgot to add I use valid up-to-date version of windows 10 Pro

I have the same issue with Windows 10. The problem is not with USB slot or drive. I have a PC that supports windows 10 and windows 7. When I used windows 7, I did not have any issues with USB being slow. As soon as I install windows 10, everything is messed up. To my understanding, Windows 10 is STILL beta version with tons of bugs and issues. This explains how bad Microsoft is at this window. Since I started using windows 10, I have experienced many many issues. Had Microsoft released updates for windows 7. I would have used it till I die. Windows 10 makes no sense what so ever. The other days I use to update windows 10 and in the morning it will give me blue screens. WHY? Well, it looked like they updated drivers for my chipset and that caused my pc to break down. Stupid Microsoft updates windows 10 drivers. Imagine I install drivers from Asus website, the next day it will install new drivers that create blue screens. Fact is that windows 10 was made for low IQ people. For example windows does everything for you. You just connect it to internet and it will update everything. As we speak, when I check my chipset driver versions and release date, it shows 1968. Why the hell would 1968 be the drivers date? Ahh they put this date because it's when intel was created. Makes no sense what so ever. Plus I forgot. With 1968 drivers version there is this problem. When you are in a folder and you delete something, it still is there. You have to refresh the page and the content you deleted will not be there anymore.
