Start Menu and Apps gets disabled for random periods

So i had this issue for a while now with a lenovo laptop , it started with what I assumed as keyboard lag in ms store apps and then later i realize this has nothing to do with keyboard , as i realized that start menu itself gets random disable periods when left open (darkens and become irresponsive to mouse clicks (yes mouse is operational not frozen) or keyboard shortcuts then comes back to its senses after . so this doesn't quite show as a crash as i have witnessed crashes to search or start menu before (they just close) but these rather acts as a sudden pause / release , apps on the other hand during that pause cease to receive keyboard / mouse input despite running .

I have tried the normal attempts to resolve this , tinkering with keyboard filters / delays , updating drivers , dism , inplace windows upgrade , stopping indexing service , disabling firewall , refreshing store apps through power shell yet nothing .

any additional hints is appreciated , thanks in advance .

Hi, that you've tried an in-place upgrade repair install suggests it's either peculiar to your user profile, or something installed that's interfering.

Please check your task manager when this is happening just to ensure there's no excessive resource usage.

Please try creating a new user account for test purposes and compare behaviour.

If no change, compare in Safe Mode.

If ok in Safe Mode, try a clean boot.

Assuming your disk and file system are ok, the indexing service should not have anything to do with this. If indexing is complete, it should be inactive.
