Sunddenly I can't access Device Manager in Control Panel

I tried to open Device Manager in Control Panel and got an error message saying I am blocked. I'm the Administrator. What the hell? When does MS ever stop messing with my system? Complete invasion of privacy.

Is there a way to fix this? All I want to do is check to see if I have the latest driver for my video card!

Right click the Start Button, and try it from there.

Hold the Windows Key and hit the letter "R". Copy/paste this, and press enter.

    devmgmt.msc

    esp. last post in thread.

Can be a symptom of more signicant corruption. Try
    SFC /SCANNOW
from an admin Powershell or command prompt and see if it runs at all or succeeds.

Yes, just trying to narrow it down first. Want to see if device manager is corrupt or MMC is.

I have no idea what SFC/SCANNOW is or how to do it. I have no idea what an Admin Powershell is. I do know how to open command prompt, but have no idea what to type when it is open.

    strictly an end user here.

There is a tutorial that explains it...

The SFC command scans the integrity of all protected system files and replaces incorrect versions with correct Microsoft versions...

Thank you so much for your reply.

This is what you should see if using Powershell.

Then you press the big Enter key on your keyboard to start it.

    It takes some time. Patience.
