Sunddenly I can't access Device Manager in Control Panel

Right click the Start Button, and try it from there.

Can be a symptom of more signicant corruption. Try
SFC /SCANNOW
from an admin Powershell or command prompt and see if it runs at all or succeeds.

Yes, just trying to narrow it down first. Want to see if device manager is corrupt or MMC is.

Then you press the big Enter key on your keyboard to start it.
