This has gotten escalated to like level 4 and they are unwilling to do anything blaming the games I am playing. I am not running any of it on ultra and the specs on this PC far exceed the recommended on everything I play and do. grrr.... Looks like I will be stuck with it and installing case fans myself.
That's idiotic. The PC shouldn't overheat regardless of what software you run, as long as you aren't overclocking. You are getting the run-around.

Reminds me of some Asus support I went 'round with a few months ago. The motherboard didn't read a DIMM in a couple of the slots. Their suggestion was to clean the slot with isopropanol. (I'm fairly sure that was off script.). The board was on its way back the next day.

Even build-it-yourself isn't without its risks.

    Hi there!

Well, it appears that I have a "solution" for another of my XPS-8930's with a Core i7-8700 (Non-K) -
Have yet to try it though. My XPS 8930 Core i7-8700-K already has the new Sink and Fan from the factory.

    Please watch this video -

Simple CPU Cooling Option for Dell XPS 8930? - YouTube

I called Dell and ordered the parts at no cost via ProSupport in the USA without a single issue under warranty.
The new parts have now arrived as in the video. Note that the new heat sink already has a square patch of thermal compound applied. Be careful.

    Dell Heatsink part number: T57JF
    Dell Fan part number: KTDJC

Next, download Core Temp (it's free) and go with the defaults. Get the temperature results before and after the modifications.

    Core Temp

Here is the link for the XPS 8930 Service Manual - look for the Fan and Sink installation and removal instructions, Pages 84-89.
You will also see pictures of the new Fan and Sink - that tells me something, lol!

Do not accept "No" as an answer.

    Please post back and advise.

    Thanks.

I have seen this before and my 8930 actually came with the heat sink and fan that he installed. I still run in the mid 90c with the 9700K Dell has told me it is not their equipment and will do nothing.

I have installed case fans on my own and upgraded the thermal paste to Artic Silver 5. It was a pain in the ass and it is not quite and it has only made a couple degrees Celsius it appears. I have not finished tweaking this or fully tested the results though as I have a million things to do and working on a brand new computer was not on my overloaded plate prior to Dell entering my life.

    I'm a bit confused.

    BTW...

Here is another idea that should help. I was told that it is a direct replacement.

Freezer 11 LP | Quiet Intel Low Profile CPU Cooler for Intel CPU | ARCTIC

    Amazon.com: ARCTIC

Applying the Thermal Paste correctly is critical.

In my opinion after reading all these so called fixes it's the 9700K chip that is the problem, or how it is put together. They won't admit it because then they would be on the hook for fixing all of them!

I think you might be right but overheating is common for the XPS (I did not know this until doing a lot of research) regardless of which chip it just seems to be worse for the 9700K

I meant Dell says it is not their build it is the game's fault although all of them run hotter than I like Far Cry 5 and Far Cry Primal are the only ones that run consistently in the 90's c (other games run in the 80's) I have installed two 120mm case fans and replaced the thermal paste with Artic Silver 5 and played a couple hours last night on high but not Ultra settings and it ran in the mid 90's consistently. I have no idea what to do next. I may try that heatsink and fan combo but thought the one I had was the latest attempt from Dell to cool their CPU's. I can't believe I am on the hook for so much money for a efed up system that has no remedy because of its build design.

True, and it don't help that the PSU is right on top of the CPU Cooler. Luckily the temps are within limits, so perhaps you will find another good tweak to reduce temps even further.

The heatsink fan combo above would be worth trying in my opinion. I like the idea of the stock fan Pulling Air, instead of Pushing Air out and away from the CPU is in theory a better way to cool. But you never know until these things are tested how well they work. Considering the cost of the Fan Above is not all that much I would give it a try if it were me.

I will ask again, is there no way to make the Top Fan work harder? and therefore pull more hot air out of the top. Or perhaps a replacement for that also.
