Why is C Drive not drive "0"

My primary drive is a Samsung M970 Pro M.2, Drive C, my secondary drive is a Samsung M860, drive D, and I have a CD drive which is drive E. My question is: Why is Disk Management calling Drive D, Drive "0" and C drive, Drive "1"?
I have tried to move around the cables on the MB but with no luck, the drives stay the same in Disk Management. I'm rather curious as to why this is? Can anybody shed any light on this? Thanks in advance.
I hope I'm in the right place to ask this.

Because your primary boot device goes by the UUID and does not care which one is C.

It's just the way that UEFI is assigning port numbers. The port numbers really mean absolutely nothing.

Combining both posts, I hope my interpretation correct, you're saying that the drive has a UUID and the UFEI Bios assigns the port that the drive will use. In that case, is there any way you can see the UUID of the drive or any drive for that matter, and the port the UFEI Bios has assigned to that drive? This is rather interesting. I've never come up against this one before and I've put in one heck of a lot of drives and never heard of it. I've always connected drives with cables, never directly to the MB.
