I need to shrink 100 GB of my Harddsik.

Disk Management is conservative in its approach to unmovable files. Third party tools like MiniTool Partition Wizard are more proactive and can move such files, allowing you to shrink more than disk management can. A portable version that requires no install (you can run it from a USB) is here:

Whenever shrinking a partition, it is advisable to make a system image first in case it goes wrong. Macrium Reflect Free is often recommended for that.

Possibly. You could disable your page file. Then reboot and try shrinking using disk management again.
If that doesn't work you could make a backup (using Macrium as as @Bree mentioned above for example) and then restore it. The restore process will put all your data to the left hand side allowing you to gain more space with disk management. You could even repartition before restoring back.
Some third party softwares are unsafe but neither Macrium or Partition Wizard are in my opinion.
If you don't have and can't afford a backup drive then this is a problem. You could try disabling pagefile as Windows *does* put this after other files and it will stop you being able to shrink the size of C so much as disk management will see files there.
If it still doesn't work then I would suggest trying Partition Wizard.
You are aware of course that making backup to the same disk involves risk as if that disk fails you have no backup.
A system image is best kept on an external hard drive, not on another partition of the same drive. Should the drive faile you'd loose the backup image too.
Also pagefile think not helps -_-
For maximum chance of shrinking the partition with Disk Management, you must first turn off the page file and turn off hibernation. Also delete your Restore points, either all of them or all but the last. Restart and make sure that pagefile.sys and hyberfil.sys have disappeared. Only then should you defrag the drive. It is important to do it in this order for Disk Management have the most chance to shrink the partition.
Run Defraggler and post a screenshot of how much front blockage you may or may not have...
