Keyboard Not Working In Safe Mode?

Currently on Microsoft Windows 10 Pro Build 17763. I noticed (not exactly sure how long it's been like this) but when I am in "safe mode", my keyboard is on, connected fine, I can type just fine in, say notepad and windows powershell for example. However, at a "windows run box" I cannot type anything, keyboard doesn't seem to work. My mouse works fine throughout.

I have tried deleting the device drivers thru device manager and reconnecting to "plug and play" again and no help. I have tried an "in-place windows 10 upgrade" and no help.

Everything works just fine in non-safe mode.

Thanks in advance (I have attached my registry device settings for reference as well)

How to you get to the Run Box? Do you use any Desktop Shell add ons like Classic Shell?
Try pressing the Windows Key+X and choosing Run
Or Right clicking the Start Button and choosing Run.
Also, try the On Screen Keyboard to type in the Run box. In the Search box type OSK.

I do not use a desktop shell. Typing Windows key + x works, I can type. Right click the start button and choosing run, I can type. The On Screen Keyboard works too.

What I realized is the only place I type and no letters/output is produced is the Cortana search box.
