ATI DTV Wonder PCI ATSC card working fine in windows 10 64 bit

This old PCI card can work fine in windows 10, even though no driver exists past XP.
I saved the driver file I had found worked in win7 on google drive

I noticed in win 10, the card could not find any drivers, so I decided to try the files I have working for windows 7.
.
I zipped all the files on google drive and downloaded them, then extracted them.

For each non working entry in device manager, I pointed to these driver files and all 5 of them installed. No need to do any compatibility mode.

To watch the TV in win 10, I installed schibo PVR and took pics of it all working. It is actually a real good cheap TV card as no one think it can work anymore.

The graphics part of the card needs a WDDM driver to work in Windows 10. If there is not at least an Official Vista driver (WDDM 1.0 version), Windows 10 will install Basic Microsoft Display Adapter and make it work but without any hardware acceleration. The video in/out part needs WDM drivers which are common for Windows XP and Vista and above. This explains how your XP drivers worked (for the video in/out part of the card, not for graphics). You can also install Windows XP audio drivers (WDM) if none is available for Vista or newer. The catch is that you need 32-bit drivers (standard Windows XP) for Windows 10 32-bit and 64-bit drivers (Windows XP x64) for Windows 10 64-bit and the latter are not always available. Also some features (such as Catalyst Control Panel) do not work if you use old Vista drivers in 10. The newer the Windows version the drivers are for, the better.

This PCI card only has a tuner on it, not video output like to connect to a monitor. Video is snappy, not slow, has good video and audio.

I also found WMC runs on win10pro winver 1809 and card works fine by way of this modified WMC installer.

Does this hold true for the latest Windows 10 release? I have this card, but I always get a code 10 after driver install

Try another driver. Error 10 usually means the driver is not fully compatible with the device and cannot initialize it.
