I'm just opening .jpg files with Adobe Photoshop 2.0 that were previously downloaded from my camera by inserting the SD card from the camera into my computer and, previously (decades ago), by other methods. I have always been able to just double click on them and have them open by Adobe Photoshop. But today I start getting this message from Adobe. They open with Quick Time without any problem. They also open with Adobe after I close the Adobe message window.
That's a fairly old program from around 2000-2004 or there-abouts. I've seen problems with Twain drivers with older All-in-One printers and their scanning program on Win10 but usually were cured with replacing the software if made available/updated by the vendor of the unit [frequently not] or getting a new one. It's also possible the built-in Windows Accessory, Windows Fax and Scan has changed the TWAIN driver during an update.Adobe Photoshop 2.0

TWAIN has been deprecated for some while now (although some people seem to still get it to work).
VUESCAN though (paid software) still has support for 1000's of old scanners so Photoshop scanning might work if you install VUESCAN as it will call that driver rather than the TWAIN system.
Not sure if it's still available but you could get CS2 (old but much newer than your version) from the adobe site with a key as they made it "abandonware". Not sure if the download is still available but most of the features you need in PS are there and working -- however you might find processing camera RAW files for newer cameras won't be available (get around - convert using the Cameras own software and then use Photoshop for further processing. PSD format still fine -- EXIF also probably OK).

I missed that. You don't need TWAIN drivers to open a .jpg. The drivers are used to communicate with devices like scanners. It looks like there is some error state in Photoshop (or is it Photoshop Elements, as in the error windows?) that isn't being cleared.
