win 10 Pro never starts first time, like something is asleep?

I really did not know what to put as a title because this issue is weird, to me anyway.
PC Specs are listed. The PC seems to be on, power light is lit steady, at first the monitor power light blinks like you would expect but then the screen just turns off? I shutdown (or use reset button) and this time all is well. Nearly everytime now.
I have searched the web. I did have my GTX 1060 6GB GPU in the 3rd pci e slot. Some mentioned it needs to be in one. So I moved it and reseated the power plug also. No change. I checked device manager for any signs (like with usb devices) was something telling display or GPU to turn off. Nothing.

I am stumped and pretty upset because this is a new build. I spent some bucks on this thing.
All ram tests are excellent. All benchmarks are fantastic,
Now I have never used HDMI for a display before because I never had a display that could take advantage of it, dispaly is a NEW Samsung 28" 3840 X 2160 UHD display..
    Any ideas?
PSU is a NEW Antec Edge 750. I will add that I have had the edge 750 for about 2 years sitting in it's original box on a shelf in air conditioned BR. Was waiting for a new build to use it.
I also have the power for GPU plugged into the PSU in the suggested GPU rail according to Antec edge 750 docs.
Thanks and so sorry for the somewhat confusing info. But I am confused.

Look under the Power settings, link on right side says additional power options, choose what closing the lid does, see if Fast Startup is on, turn it off... there is a link that says Show options that are unavailable, this is where to change.

Appreciate the response. first it's NOT a laptop, so no lid option. All those options are set..........always have been.

Fast Startup is a hybrid form of hibernation, Microsoft has a bad habit of turning it back on with updates...

....Guess I misread. I thought fast stasrt up should be on? I have "always" had it on and never had this issue? I will turn it off as suggested.

To me it seems more like a power issue, like GPU or PSU. But hey, hoping I am wrong.

Try running without GTX 1060 6GB GPU installed to help isolate if GPU is bad.

So far, after turning off fast start pc has started normally 2X. So I will wait and see if this continues before I try anything else. Thanks for all the replies. I will post back after a few days which should be plenty of time to say yes or no on fast start.

Well, it's only been 2 days but after about 6 cold starts at different times all seems OK. Last step was the disabling of fast startup.
Personally I believe it was a combination of all the steps and I thank you all for your help
    Great
    Thanks
